Ordinance in the matter of height. Moreover, there are many oases in which buildings do not 'sbut' upon streets.

Here, again, it may be regarded as impossible to devise a definition which will adequately cover all cases. In the Pesk District, for example, there are many houses which are at a considerable distance from any 'street' which could be regarded as a basis for determining the height of such houses and in few cases do they 'abut' on any 'street'. The only way to deal with the matter appears to be to confer extensive discretionary powers upon the Building Authority but, when an attempt was made, in 1911, to amend the P. H. & B. 0. on these lines, the opposition raised by the Unofficial Members of Council was so strong that the matter was
dropped (Hansard Reports of 21st and 28th December, 1911). I am however unable to propose any better way of dealing with the matter. In this case also, there would be a right of appeal to the Governor- -in-Council against any decision of the Building Authority.
